Sheff Wed Confronts Major Issues, States New Football Authority

'We are going to be a part of football's future' - independent football regulator the regulator's chair

The Championship club's current difficulties constitute a "major concern" and the independent regulator is looking to gain the ability to look into club affairs in such situations, the recently named head the official has announced.

During an extensive discussion, Kogan, who was recently selected, expressed "sympathy" towards Wednesday's fanbase.

The regulator engaged with four supporter groups representing the football team in recent days.

The Championship side have been experiencing difficulties in multiple areas in this season, with the club missing wage payments on five separate occasions, including in last month.

"Evidently Wednesday represents a major concern for the league and a substantial concern for English football," Kogan told.

"Sheffield Wednesday is one of the great brands for English football and this week we have met supporters' organizations.

"Our aim is to acquire the ability... which will allow us to have the club and similar situations submitted for our review if they require examination and addressed."

Financial Struggles and Leadership Concerns

The team's struggling chairman the Thai businessman suggested earlier this year he would be prepared to relinquish control at the stadium, but he has failed to complete a sale with prospective buyers.

Missed wage deadlines on time in earlier this year caused limitations by the English Football League (EFL) in mid-year, blocking the team from conducting any recruitment activities for the following recruitment periods, although the ban was rescinded in the end of the transfer window.

Authority's Position

The regulator explained: "The position was created for the Owls followers, other clubs in similar situations where supporters are loyal to a community organization that has existed throughout their lifetimes in multiple situations.

"I fully appreciate the club's situation, as I do for all the clubs that in modern times have encountered failure, or nearly ceased operations, for causes separate from the supporters."

Inquired if the authority might compel an proprietor to divest a club if they are judged inappropriate, the chairman responded: "If your question is 'would we intervene in the final instance?', the reply is once we assemble the facts and know what's going on, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be treated as a "last resort" and the oversight body would choose to work with them.

"The last thing what we want to do is begin intervening in an particular organization, an specific proprietor, without having the opportunity to collaborate with that proprietor to address the challenges confronting the team and the owner's facing," Kogan said.

"But the truth is, when you look back over the history of the game, over the past few decades there have been certain proprietors, not many, but some who have been irresponsible in the manner they have operated their clubs and ultimately don't wish to take responsibility for the future."

'Errors may undo substantial development'

The chairman convened with representatives from 110 clubs to detail the scope of the regulator on Wednesday and stated it constituted a "forward-thinking discussion" with a "high level of engagement" from the grassroots to elite level.

"It's a job that's actually really important, because if we get it wrong, if the world of football gets it wrong, the extraordinary progress that's been made might evaporate swiftly," the regulator warned.

"Such an outcome is universally undesirable in the terms of English football is a huge success story - we need to continue the progress.

"Substantial financial resources entering the sport and has been invested for the past two decades, because there's no guarantee it will keep flowing into the sport, which is one of the reasons why I think we have to maintain a focused outlook on potential dangers and naturally, of the next two or three years."

Premier League Concerns

Elite division representatives objected to the establishment of an oversight body because of concerns about detrimental effects on the elite division's competitive balance, but the regulator stated: "I completely endorse the success and growth as an commercial operation of the elite league.

"As someone who appreciates the worry about compromising the top flight as an elite competition of the nation. But simultaneously, if you consult with top flight officials after the recent gathering, they would have had a high level of reassurance -and, indeed, they have been telling us in private they have a high level of reassurance."

Ideological Links

The regulator remains subject to a "full inquiry" by the official appointments authority after he revealed he contributed money to the Labour Party in recent years.

The chairman contributed funds to Culture Secretary the minister's leadership bid, along with that of the government leader.

"I have fully disclosed my former ideological connection [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," Kogan said.

"I currently have no participation in any form of political activity."
